City Medical Practice was originally started in 1990 with the merger of three General Practitioners Dr Alfonso Messieh, Dr Rachel Gaggin and Dr Gary Kilov. The principles at the time Dr Kilov and Dr Messieh purchased the building at 1 Cattley Street, which had been operating as the Westpac bank. Dr Kilov and Dr Messieh continued to expand the business with City Medical Practice employing a podiatrist and contracting a physiotherapist and psychologist.

In 1997 the physiotherapist left the surgery. After this the upstairs part of the building was renovated, and in June 1998 Dr Messieh took over the business and renovations were carried out downstairs. Dr Kilov relocated to Melbourne at the end of 1998.

In 1999 Shorewell Surgery was closed and merged with City Medical Practice.

On the 15th August 2003 the Practice moved to new premises at Level 1, 10 Marine Terrace, Burnie. Dr Messieh and a partner had purchased the old Bayview Hotel and renovated it into a medical centre, which includes on-site Pathologys and Radiology along with My Pathway, Cornerstone Youth Services and the PDT Skin Clinic.

The practice has thirteen consulting rooms, one treatment room, one procedure room and one sterilising room. Six GPs currently work in the practice and they are assisted by 2 full-time equivalent nurses. A number of allied health professionals provide a visiting service to the practice, including regular diabetic and care plan clinics.
